Background
  • Federal law, No Child Left Behind, requires all schools to be "accountable"
  • Accountability has been equated to test scores and school performance (and in turn the performance of teachers and administrators) is evaluated based on standardized test scores
  • Klein administration further instituted interim assessments, many of which are multiple choice, fill-in-the-bubbles tests developed by private for-profit companies
